MANILA — The Anti-Red Tape Authority (ARTA) has encouraged government agencies to extend the validity of permits, licenses, certifications, and other similar authorizations that are expiring during the enhanced community quarantine period.
ARTA released measures the government agencies can adopt regarding the application and renewal of permits and licenses.
ARTA promotes electronic submissions of supporting documents while doing the approvals online but ensuring that security measures are in place.
“It is suggested that these transactions be subjected to post-audits when able,” the ARTA said in its advisory dated March 25.
The anti-red tape office also suggested reducing the number of signatories and the use of electronic signatures or pre-signed license, clearance, permit, certification or authorization with adequate security and control mechanisms.
Online payment, outsourcing payment collection, or deferment of fees may also be considered by government agencies, ARTA added.
“We would like to remind all agencies to adopt a zero red-tape policy, especially in this emergency situation during which red tape literally kills. To deliberately commit red tape at this time of global emergency is unforgivable,” ARTA Director General Jeremiah Belgica said. (PNA)
