DBM releases funds for Q2 salaries of gov’t workers

MANILA -- The Department of Budget and Management (DBM) on Friday said it released the corresponding notices of cash allocation (NCAs) for the second-quarter operating requirements of all national government agencies (NGAs).  
 
In a statement, the DBM said the release of the NCAs ensures unhampered operation of the national government in the midst of the coronavirus diseases 2019 (Covid-19) pandemic, as well as continuous provision of compensation to all government officials, employees and those engaged under contract of services (COS), job orders (JOs), and other similar schemes. 
 
“The said NCAs are ready for crediting to the respective MDS (modified disbursement system) accounts of agencies on the first working day of April 2020,” it said. 
 
The DBM said also included in the NCAs released are funds to cover the clothing allowance, as well as the mid-year bonus (MYB) authorized under Republic Act No. 11466, or the Salary Standardization Law 5, which shall be released not earlier than 15 May 2020 as provided for by law. 
 
The MYB is equivalent to one-month basic salary and shall be granted to those who have rendered at least four months of satisfactory service and are currently in service.
 
It further said special allotment release orders (SAROs) covering the salary differential to implement the first tranche of the compensation adjustment for civilian personnel, as authorized under RA No. 11466 and National Budget Circular No. 579, were also issued to enable agencies to release the salary adjustments effective 1 January 2020.
