CSC urges eligibility passers to share skills in public service

MANILA – Civil Service Commission Chairperson Karlo Nograles on Thursday congratulated the latest batch of successful examinees in the Career Service Examination-Pen and Paper Test (CSE-PPT) and encouraged them to share their knowledge and skills to improve the lives of Filipinos.

“I am proud to welcome all passers to the roster of civil service eligibles. You have hurdled the first and most basic step toward building a life in public service. I hope that you will soon find the opportunity to become a civil servant and share your strengths, your passion, and your motivation for helping Filipinos,” Nograles said in a statement.

According to the CSC, a total of 64,635 examinees passed the Aug. 20 CSE-PPT held in 95 testing centers nationwide.

This equates to an 18.72-percent passing rate among the 345,194 individuals who participated in the test.

Of the total passers, 56,942 examinees hurdled the Professional Level and will be conferred the Career Service Professional Eligibility, while 7,693 passed the Subprofessional Level and will obtain the Career Service Subprofessional Eligibility.

The National Capital Region garnered the highest passing rate with 26.03 percent or 12,548 passers out of 48,203 examinees; followed closely by Region 3 (Central Luzon) with 22.50 percent or 5,452 passers out of 24,231 examinees; and the Cordillera Administrative Region with 21.28 percent or 3,029 passers out of 14,235 examinees.

The list of passers may be accessed through the examination results widget found on the left side of the CSC website. Alternatively, examinees may go directly to the CSC examination portal to view the results.

The Professional Eligibility qualifies individuals for permanent appointment to both first level (clerical) and second level (technical) positions within the career service which do not involve practice of profession and are not covered by the bar, board and other laws.

On the other hand, the Subprofessional Eligibility is solely appropriate for first level positions.

Nograles, however, stressed that possessing eligibility alone is inadequate for government service appointment.

“One must also meet the education, experience, training, and other competency requirements of the position in order to fully qualify,” he said.

Reminders for passers

The CSC said both successful and unsuccessful examinees may generate their individual test result using the Online Civil Service Examination Result Generation System (OCSERGS) by Nov. 18, 2023.

Meanwhile, passers may request for their Certification of Eligibility (CoE) on CSC official letterhead or on security paper by Dec. 4, 2023.

“Claiming of CoE on CSC official letterhead is free of charge,” Nograles said.

However, the CSC recommends that passers confirm the availability of the CoE for collection before visiting the CSC Regional Office (RO) or CSC Field Office (FO).

When claiming the CoE on official letterhead, passers are required to present an ID card, preferably the same one used during the filing of application, along with the application receipt and/or CSC official receipt, if available.

It can be claimed at the CSC RO which has jurisdiction over the place where they took the examination. Alternatively, passers may claim it at the nearest CSC FO within the same region upon submission of a letter to the CSC RO requesting that the CoE be forwarded to the passer’s preferred CSC FO.

For those who have already moved to, or are based in another region, the passer must submit to the original CSC RO a written request, asking to forward the CoE to the conduit CSC RO or FO where they would like to claim the document, and citing the reason for such request.

On the other hand, the CoE printed on security paper can be obtained for a fee from any of the 16 CSC ROs nationwide regardless of where the passer took the CSE-PPT.

The complete set of requirements and procedures for securing the CoE and its authenticated copies can be found on the CSC website.

For purposes of appointment, the proof of eligibility to be submitted may be original copy, authenticated copy, certified true copy, photocopy, scanned copy, or site/screen capture of the eligibility using the Civil Service Eligibility Verification System (CSEVS).

This is in accordance to CSC Memorandum Circular No. 03, s. 2023 (Amendment to Section 4 of the 2017 Omnibus, Rules on Appointments and Other Human Resource Actions, as amended.)

Examinees may verify if their names are already included in the database of eligibles through the CSEVS starting Dec. 4, 2023. They may site/screen capture the results generated by the CSEVS and use the same as proof of their eligibility for employment purposes.

The examinees may further refer to CSC Exam Advisory No. 9, s. 2023 posted in the CSC website for guidance. (PNA)
