Ilocos Norte honors top cops

LAOAG CITY – Outstanding service in various fields were recognized during the Ilocos Norte’s Ten Outstanding Police Officers in the Service (INTOPS) awards held at the Sangguniang Panlalawigan (Provincial Board) session hall here on Tuesday.

The awardees were Pat. Karl Jeric Buenavista of the investigation and detective unit, Maj. Jephre Taccad of community affairs management, Capt. Cristopher Pola of intelligence and special operations, Capt. Alice Vicente of operations plans and strategy, and Capt. Jenine Lingan of women and children protection.

The other five were Capt. John John Garan of safety traffic, Maj. Fernando Fernandez Jr. of anti-terrorism and anti-insurgency, Maj. Eduardo Santos of anti-illegal drugs operations, M/Sgt. Jefferson Ulep of information and communications technology, and lawyer Maj. Jeffrey Juan of administrative and support services.

The recognition is based on Provincial Ordinance No. 2023-04-042, which seeks to recognize achievements, competence to duty and dedication to public service.

Aside from a plaque, each received PHP10,000 cash from the provincial government.

Juan thanked the provincial government for appreciating their efforts in maintaining peace and order.

Juan has provided a total of 125 legal assistance to city/municipal police stations, rendering a total of 56 legal opinions to different units, drafting and reviewing 48 memorandum of agreements, and providing 157 legal assistance to walk-ins and 142 legal advice to through the "Panyerong Pulis 24/7" program.

At least four cases were referred for direct legal representation for Philippine National Police (PNP) officers with pending service-related administrative cases.

“This award is a testament to the hard work, dedication, and unwavering commitment of the entire INPPO (Ilocos Norte Police Provincial Office) family. Thank you for this incredible recognition. I am truly grateful for the opportunity to serve our province in the field of police service and make a positive difference,” he said. 

Governor Matthew Marcos Manotoc, in his speech during the event, lauded the accomplishments of the Ilocos Norte police and for being a reliable partner of the provincial government.

“Congratulations to the most outstanding of the already outstanding Ilocos Norte Police Provincial Office. We are so grateful for your hard work and dedication. You are like doctors who are on call all the time and you are very reliable. The PNP, they will go through anything and everything and find every way possible to achieve that directive,” he said.

Ilocos Norte has a crime clearance efficiency of 99 percent and crime solution efficiency of 82 percent based on the latest report. (PNA)
