DAVAO CITY – Former Civil Service Commission (CSC) chair Karlo Alexie Nograles filed his certificate of candidacy (COC) for mayor on Tuesday, setting up a high-profile showdown against former president Rodrigo Duterte in the 2025 local elections.

Nograles, who resigned from his CSC post with five years left in his term, explained his decision to return to local politics.

“I realized there are more important things than holding a position and its benefits. For me, it’s Davao City -- the place that inspired me to enter public service,” Nograles said.

Nograles, who was Davao 1st District representative in 2010 to 2019, will run alongside Councilor Bernie Al-ag.

Duterte, who filed his COC on Oct. 7, is running with his son, Mayor Sebastian Duterte.

The former president cited strong public support as his reason for returning to the mayoralty race.

"The people want me to run, so I will. I can still do the job," Duterte said in a previous interview, adding that his administration would focus on curbing drugs and crime.

Nograles served as Cabinet Secretary and acting Presidential Spokesperson during Duterte’s presidency.

His sister, Pwersa ng Bayaning Atleta Party-list Rep. Margarita Nograles, also filed her COC for Davao City’s 1st District, challenging incumbent Rep. Paolo Duterte. (PNA)
