CALAMBA CITY, Laguna – The National Police Clearance System (NPCS) has proven that it is an effective tool in ferreting out fugitives from the law with the arrest of a suspected repeat sex offender in this province.

In line with this, Brig. Gen. Paul Kenneth Lucas, director of the Police Regional Office (PRO) Calabarzon, on Thursday urged employers to always require a police clearance from job applicants.

In a message to the Philippine News Agency, he said lawmen arrested a 38-year-old male suspect after attempting to apply for a police clearance in Angono town.

This latest arrest brings to a total of 599 the number of wanted persons caught in Calabarzon since the implementation of the NPCS in April 2022.

Lucas said the suspect, identified only as “Papa Rey,” was applying for the clearance document on Wednesday when the clerks manning the computerized police records almost instantly discovered that he had multiple outstanding arrest warrants.

It turned out that the suspect was wanted for rape and four counts of acts of lasciviousness, which he managed to evade until he walked into the police station to obtain his clearance, apparently in connection with an employment application.

The arrest warrants against the suspect were issued by the Regional Trial Court, Fourth Judicial Region, Branch 72 in Antipolo City on Nov. 15, 2023.

"Modern methods and technology have significantly aided our police force. Through the NPCS, we can effectively monitor suspects or individuals with pending warrants of arrestg,” Lucas emphasized.

Meanwhile, the arrested fugitve is presently held at the Angono Municipal Police Station pending further legal proceedings. (PNA)
