MANILA – The Commission on Higher Education (CHED) on Tuesday highlighted continuous fiscal reforms following its second unqualified opinion rating from the Commission on Audit (COA) for fiscal year 2023.
“In 2023, we continued to implement reforms including increasing our disbursement rate and complying with the shift to cash-based budgeting," CHED Chairperson J. Prospero de Vera III said in a statement.
De Vera also mentioned stricter measures to ensure CHED's compliance with the proper procurement processes for their programs.
"We also closely monitored and improved the practices of our regional offices that continue to have audit observations,” he said.
De Vera mentioned their improved documentation and account reporting by requiring higher education institutions to clear unliquidated funds prior to application for project grants.
He said all those were part of the "serious fiscal accountability reforms" that he has been advancing since he assumed office in 2018, alongside the team effort of the central and regional CHED offices.
The CHED, meanwhile, received a similar audit rating from the COA for their financial statement in 2022. (PNA)
